Importing alpaca toys from Peru into the EU
Alpaca stuffed animals made in Peru enter the EU at 0% import duty when the shipment carries proof of Peruvian origin, against 4.7% without it. On top come import VAT at your own country's rate, an EORI number for customs, and the CE mark that every toy sold in the EU must carry.
This guide covers each step for a wholesale import from Peru: the duty, the origin papers, VAT, the toy safety rules, your obligations as the importer and the documents Tubi sends with an EU order.

What is the import duty on alpaca toys from Peru into the EU?
The EU import duty on alpaca stuffed animals from Peru is 0% with proof of Peruvian origin, and 4.7% of the customs value without it. Alpaca toys fall under HS heading 9503.00, and in the EU tariff under code 9503 00 41: toys representing animals or non-human creatures, stuffed.
The 0% rate comes from the EU trade agreement with Colombia, Peru and Ecuador. It has applied to Peru since 1 March 2013 and has been fully in force since 1 November 2024. The EU's TARIC database lists the 0% tariff preference for this code with origin Peru, next to the normal third country duty of 4.7% (checked 22 October 2026).
| EU code 9503 00 41 | Rate | When |
|---|---|---|
| Preferential, Peru | 0% | When the shipment carries a valid proof that the toys originate in Peru. |
| Third country duty | 4.7% | When no valid proof of origin is presented at import. |
You pay duty once, in the EU country where the toys are cleared, and the goods then move freely within the EU. The only fur rule TARIC attaches to this code is the ban on cat and dog fur, which does not touch alpaca. Rates can change, so have your customs broker confirm the code and the current rate before you order.

Which proof of origin do alpaca toys from Peru need for 0% duty?
Alpaca toys from Peru need either an EUR.1 movement certificate or an origin declaration by the exporter to be cleared at 0% duty in the EU. These are the two proofs the EU agreement with Colombia, Peru and Ecuador accepts, and the toys must meet the agreement's rules of origin.
- EUR.1. The exporter applies for it and the customs authority in Peru issues it. The exporter must be able to show the documents that prove the toys originate in Peru.
- Origin declaration. The exporter writes the agreement's origin text on the commercial invoice. Any exporter may do this for a consignment worth up to €6,000; above that amount, only an approved exporter may, quoting its authorisation number.
A general certificate of origin is not the same as this preferential proof, and the REX registration used in some other EU trade schemes plays no part in this agreement. With Tubi you ask for the proof of origin when you request your quotation, and it is arranged with the export documents, so your broker can claim the 0% rate.
How do import VAT and the EORI number work for alpaca toys from Peru?
Alpaca toys imported from Peru into the EU pay import VAT at the standard rate of the EU country where the VAT is due, and the importer needs an EORI number to clear them. The VAT is worked out over the customs value plus the duty and the freight up to the first place of destination in the EU, so it is calculated on more than the invoice price alone.
For a VAT registered business, import VAT is usually not a cost: as long as you make taxed sales, you deduct it again in your VAT return. Your broker can tell you how the payment at clearance is settled in your country.
Every business that clears goods through EU customs needs an EORI number. You apply for it once, at the customs authority of the EU country where your business is established, and it has no expiry date. Tubi asks for your VAT or EORI number with the order, so it goes on the papers.
Which EU toy safety rules apply to alpaca stuffed animals?
Alpaca stuffed animals sold in the EU must meet the Toy Safety Directive 2009/48/EC and carry the CE mark, backed by a technical file and an EU Declaration of Conformity. The details of the safety requirements are set out in harmonised standards; for a soft toy, three parts of EN 71 carry most of the proof, with REACH for chemicals.
- EN 71-1, mechanical and physical properties: a set force on each eye, the nose and the seams, and a check that no small part comes loose.
- EN 71-2, flammability: how fast a flame spreads across the fur.
- EN 71-3, migration of certain elements: what a child could take in from the material, among others lead, cadmium and chromium VI.
- REACH, the EU chemicals regulation: its Annex XVII limits substances in finished goods, with entries that cover toys and textile toys, and it binds everyone who places the goods on the market.
Every Tubi alpaca is tested the same way, to EN 71-1, EN 71-2 and EN 71-3 with the REACH paperwork, and passes. The test results can always be shown, and sent on request to confirm.
A new EU toy law is in transition. The Toy Safety Regulation (EU) 2025/2509 was adopted on 26 November 2025 and entered into force on 1 January 2026, but its rules for toys apply from 1 August 2030, the day Directive 2009/48/EC is repealed. Until then toys are placed on the market under the directive, and toys placed on the market lawfully before that date may still be sold afterwards.
From 1 August 2030 every toy needs a digital product passport with its compliance information, which takes the place of the separate declaration, and stricter limits on chemicals apply. For an order imported in 2026 nothing changes yet; plan for the passport if your stock will be placed on the market from August 2030.
Next to the toy rules, the General Product Safety Regulation (EU) 2023/988 covers what the toy rules leave open, mainly online sales, accident reporting and the Safety Gate alert system. If you sell alpaca toys in a webshop or on a marketplace, the listing shows the manufacturer, the responsible person in the EU and the warnings.
What are your obligations as the EU importer of alpaca toys from Peru?
The EU importer of alpaca toys from Peru must check that each toy complies, put its own name and address on it, provide the warnings in the right language, and keep the EU Declaration of Conformity for 10 years. These duties come from Article 6 of the toy directive and apply to the business that places the toys on the EU market:
- Check before you sell. Make sure the conformity assessment was carried out, the technical documentation exists, and the toy carries the CE mark and comes with the required documents.
- Your name and address on the toy. Your name or registered trade mark and a contact address go on the toy or, where that is not possible, on the packaging or a document with it. From 2030 the new regulation also asks for an electronic address.
- Warnings in the right language. Instructions and safety information must be in a language consumers in your country easily understand; each EU country decides which. Warnings such as the age limit must be visible before purchase, online too; Tubi alpacas come with the age label already on them.
- Keep the papers for 10 years. A copy of the EU Declaration of Conformity stays available to the market surveillance authority for 10 years after the toy is placed on the market, and you make sure the technical documentation can be produced on request.
- Act on a problem. Store and transport the toys so they stay compliant, and if a toy turns out not to comply, correct it, withdraw it or recall it, and inform the national authority.
The tests and the declaration come from the manufacturer; your part is to check them, add your own details to the toy or its packaging and keep the file. The compliance page lists each standard Tubi works to, and are alpaca stuffed animals safe explains what the tests mean for a child.
